BluesPAC is the political action committee (PAC) of BCBSM, Blue Care Network, the Accident Fund Insurance Company of America, and LifeSecure. In a nutshell, a PAC is the name commonly given to a private group organized to support government officials in order to promote legislation that supports the group’s endeavors.
Sponsoring an employee PAC is one of the most important ways organizations like ours can have an impact on the political campaigns of candidates running for public office. Many other organizations and industries sponsor employee PACs including Consumers Energy, DTE, each of the Big Three Automakers, and even Blues’ competitors such as HAP and Aetna.
Why is it important for us to have an impact on the political election process?
Local, State and Federal elected officials create policies and laws that regulate so much of what we do, how we operate and whether or not we have an opportunity to participate. Each year, legislators propose hundreds of bills that could affect how health care and workers’ compensation are provided and paid for. Our PAC’s involvement in political campaigns gives us a chance to be heard on these and other important decisions.
What are BluesPAC contributions used for?
All contributions made to BluesPAC on behalf of our employees are used only for direct candidate contributions. Deductions are placed in a secure account that is used to make campaign contributions to candidates who have shown a positive interest in the health and well-being of BCBSM and its subsidiaries.
One hundred percent of the money you contribute is expended directly to individual candidates. The Michigan Campaign Finance Act of 1976 allows all other administrative costs, including marketing and production costs, to be paid for by the corporation sponsoring the PAC.
How does BluesPAC identify candidates that show a positive interest in our well-being?
The Governmental Affairs team along with the BluesPAC board of directors works to create a rapport with existing legislators and public officials so that our goals and opinions regarding legislation are clear. It is the primary function of the BCBSM lobbyists to identify those who share our outlook and will support our issues. Our lobbying team meets with various federal, state and local officials on a daily basis in order to update and educate them on our issues.
This process begins when candidates first announce their intent to run for office. Governmental Affairs creates a questionnaire that is sent to all prospective candidates to give us a better idea of how they perceive BCBSM’s issues.
Does the PAC exclusively support one specific political party?
No. BluesPAC gives to both republicans and democrats.
What if I don’t want any of my money to be given to Republicans/Democrats?
In order to maintain a significant presence with our lawmakers it is necessary for BluesPAC to give to both Republicans and Democrats.
BluesPAC functions somewhat like a mutual fund in that professionals decide where best to invest your dollars in order to maximize your contribution. In theory, you are investing in the long term viability of BCBSM and its subsidiaries. The professionals in the Governmental Affairs division along with the BluesPAC board of directors research which candidates are most aligned with our needs.
When does the enrollment period end?
People can enroll in BluesPAC at any time throughout the year.
Is there a minimum amount required to belong to the PAC?
No, any contribution amount in a given year qualifies you as a member for that year. However, the levels suggested on the BluesPAC enrollment form are based upon manager level and are set at the ideal level for maintaining a strong PAC.
What is the President’s Circle and what are the benefits for contributing at that level?
The President’s Circle is a program designed to provide a way for employees seeking greater involvement in the political process to ensure the health and vitality of BCBSM. Members in the President’s Circle are invited to special receptions hosted by BluesPAC, receive first invitation to political event and have their name listed as a President’s Circle member in various company-wide publications.
Is there someone who can come to my staff meeting to talk about the PAC?
Yes. BluesPAC board members and/or members of the Governmental Affairs team are available to come and talk to your division and answer questions about the PAC. To arrange a BluesPAC presentation, contact Rebecca Spencer at 517-325-4606.
Are BluesPAC contributions eligible for federal or state tax deductions?
BluesPAC is required by law to report all contributions to the Federal Election Commission and the State Elections Bureau. These contributions are not charitable deductions for federal income tax purposes. Please consult with a tax advisor to determine if all or a portion of your contribution may be tax deductible for Michigan income tax purposes.
